Greece - Integrated Forestry Development Project (English)ABSTRACT
The project is a five-and-a-half year (1979-84) time slice of a long-term forestry development program to introduce intensified forest management in north-western and western Greece, which account for about 55 percent of national forest resources. Components include: (a) construction of about 3,500 km and improvement of about 2,000 km of forest truck and tractor roads, and provision of equipment for road and machine maintenance; (b) provision of logging equipment and fire protection equipment and works, and transport and housing facilities for about 3,000 forestry workers and staff; (c) establishment of about 16,000 ha of industrial plantations, three seedling nurseries, and pilot range management on about 20,000 ha; (d) construction or improvement of connection roads, water supply, drainage and sanitation systems, community centers and other infrastructure works for about 37 selected forest villages; (e) programs for training in mechanized logging methods, industrial plantation research and range management techniques including the provision of equipment, facilities, about 9 man-years of consultant services and 14 man-years of training abroad; (f) a forest and forest industries development strategy study and a regional development study.

Greece - Integrated Forestry Development Project (English)ABSTRACT
The Integrated Forestry Development Project for Greece has satisfactorily completed both short- and long-term objectives. The project experienced delays in gaining effectiveness due to issues with parliamentary ratification and a change in Government in 1980. The project has provided the potential for long-term improved productivity from Greece's forest lands while simultaneously ensuring protection for the environmental and amenity use aspects of these natural resources. Sustainability is likely, as it is understood that proposals on these subjects are to be included in the next five-year development plan to commence in 1989. The Borrower performed satisfactorily in the submission of progress and annual reports. The main problems affecting project performance have nearly all been due to issues of bureaucratic procedure. The Bank provided continuity of supervision personnel and responded positively and effectively to mid-term circumstances. Bank/Government relations were good and exhibited a spirit of cooperation, although ultimately reconciliation on the Sector Strategy Study was never achieved. The four principle lessons learned are: (i) more consideration should have been shown to Greek sensitivities when designing the approach to be followed for the Sector Strategy Study; (ii) a more detailed and clearly defined component for ensuring effective socio-economic evaluation should have been included; (iii) more realistic assumptions should have been made regarding the speed in procurement of goods and services in view of the experiences of past Bank-funded projects in the agriculture sector; and (iv) the advantages of developing human capital in parallel with efforts to increase production from the forestry sector have been clearly demonstrated through the village development program.
